Liberty Waste Water Treatment Facility

St. Louis-based Goodwin Brothers partnered with MMC Contractors and process design firm Crawford, Murphy & Tilly,(CMT) and design consultant GBA Architects and Engineers to form a design-build team to provide the best value offer for the City of Liberty to construct and operate their own waste treatment system.

The City of Liberty, Missouri, a large suburb northeast of Kansas City, decided to construct a new facility within their city limits for the processing of Liberty residential and business waste water treatment in an effort to be a more sustainable city. Currently they have been purchasing this service from the City of Kansas City, Missouri. Liberty residents passed a bond issue approving up to $95 million in bonds for the new facility which is being constructed under a very collaborative design-build project delivery method, similar to Integrated Project Delivery (IPD) projects. This is the first design-build waste water treatment facility being constructed in this manner in the state of Missouri.

Once the site location was finalized, additional design options became available that the City chose to incorporate. Construction began summer 2015 and Liberty will be processing their own residential and business waste water as of December 31, 2016.
